The juvenile justice system has long been considered a “dumping ground” for many emotionally disturbed youth with behavior problems. Virtually all juvenile and family court staff struggle with the issue of what to do with the mentally ill juvenile offender. A recent survey of juvenile and family court judges indicated that 86% believed “mentally ill juveniles were being shunted into the delinquency system.”
